Part of the way our payment engine works is that we need to have a bank account set to know that the user is ready for payments. This helps us manage things like user verification processes, auto batching and reduce exceptions. For the use case you're building for, if you simply set any account as the payout/disbursement account you can then pay to any account you need to.
